It's tilted way to the left, and that blurry something in the bottom right really shouldn't be there. The exposure was OK but could have been longer. If it was 30 seconds that you did, I'd probably suggest one minute (film has reciprocity failure and will be less accepting of light as the exposure continues on, thus causing more and more time required per f stop used). Keep it up and keep experimenting. I love night photography and once you get better at it not many other kinds of photography can compare (IMHO). Been shooting it for many years.
Also, I see you have a Coolscan 9000? Nice scanner. Take advantage of that and use a different kind of film. Try Fuji Provia 100F or Fuji T64 (for Tungsten sodium street lamps). Both are slide films and can't be done at a 1 Hour photo shop and will probably have to be sent into Fuji or Kodak for E-6 Processing, but it is definately worth it! If you don't want to or can't do that, try Fuji NPH 400. It's a regular color print film but is very close to the results of slide film (just make sure you manually adjust the ISO to 320 for the NPH).
